I he proceedings of lilis body, UDtil tlie breaking out of the insurrection, were prioqipally confined lo a consideration of the new constitution, a draft of which had been prepared by the committee for presentalion. It was evident that a parly cxisted amonst the deputies who syinpathized with the insurgents. On tho 28th ult., Gen. Lebreton, io a verwarm speech, charged the " eminent men" of the Assembly ivith culpable süence in the present state ofaffairs, and plainly told them that the investigaron of the comrnittee would teil seriously against some of them. The feeling of the Assembly is very strong against the ultra Democratie seetion, who are looked upon as accomplices of the insuigcnts. 'i'he thanks of the Assembly vvere voted to Gen. Cavaignac. Gen. Cavaignao proposed that the anny, the National Guard, and the Garde Mobile, should be included in ibis vote, which was agi-eed to. The General restored to the Assembly the power intmsted to Kim. M. Martin (du Strasbourg) then proposed the following decree : " The Assembly confcrs the Execuiive power on Gen. Cavaignac, tille of the President of the Council with aiithoriry to appoint the I owing Ministry have been appointed: Gen. Cavsignac, {'resident. Beihiiiont, Justice. Bastide, Foreign Afi'iirs. Senard, Home Department. Lamortciere, rar. Le Blanc, Marine. Goudchaux, Finance. Recurt, Public Works. Tourea, Comroerce, Gen. Cavnignac bas appointed General Changarnier Commander n Cliief ofthe National Gnaid of Paris, and General Be.Jeau Governon ofParis. The Naiional Assembly bas tfaïa day to eIcct a President in the place of M. iSenare, and M. Dufaure has been started as the candidate of the moderate party.
