-Thepist informa us, tlmt strangers are frequent, ]y shocked, in visiüng Cincinnati, by seeing kühts of crimináis, at work on the turnpikes, with a hugo chain and ball attached to iheir legs. The deadening effect upon the moraj fcelings of the criminal when thus dailyexposed to public view, and to public scorn and contempt, muat be apparent to the most superficial observer. The reason assigned for thus publicly cmploying them is, that it is cheaper than to maintain them in prison. Thia is a relie of slavery that is unworthy of the Queen of the West, although common enough in the South. There ouglit to be adiíference, anda greal one too, betjveen the moral atmosphere of New Orleans and Cincinnati.
