-The citizens of liuleRhoda are getting into serioua (rouble. Ii is well known thatthe people of that Staie have never yet had a consiituuon, but have lived under the Charter of Charles II, granted in 1G63. By that Charter,none are voters except freeholders and the oldest sons of freeholders, agreeably to the old English law. Rhode Island being largely a manufacturing Stateabout one half her citizens are thus disfranchised. Various attempts have beeD made to form a constitution on a inore liberal basis. It seems that the Liberáis lasi year held a Convention, and formed a Stato constitution, and the election is to be held under it April KL8. In the meantime, these proceedings are all Ilegal, and the present Governor, serying under the old Charter has no reliDrt public order but upon the military, and it is feared that the entire Ébe constitution, and ■urn ment be completely overtbrown. j Rication has been ■e aid of the Naby the Guvernor, and e party nlso. It is reporled that the suffrage party have oblained ïfrom Bosioq, and there is considerable ialk5 of fighting. People are furbishing thcir arms, and preparing ty. One Irishman has procured 600 muskete, which he is distributing among liis countrymen.
