Aíkssrs Editors: -sIn y ou r paper of Jan. 30, we are favoicd with a copy of Mr. Birney's memorial to our legislatura. I need scarce soy, what probably all will declare, I was much pleased witl) it. It appears like an indnstrious and honest ïnquiry after, and eflbrt to promote truth and righteousness. It will lead to nvestigation. Since perusing that memorial, I linve come across an act of Congrets, passed in 179S respccting which I wish to ask Mr. B. through you, ifitdoes not conflict with the seritimeiits of the memorial . The act to which I refer is as follows:"And be it fiirther enncfcd, That when a person held to labor in any of the Uniled States, or in either of the territories northweet orsouthofthe river Ohio, under the laws thereof, shall escape into any othcr of the sai(Istatee,orterritory,tie person to whorn such l.-ibor, or service, may be due, his agent or attorney, is hereby empowered lo eeize or arrest such fugitivo from labor, and to take him or her lielbre any jinigo of the circuit or district courts of the United States, residitig, or being within the State, or before any magistrate of a county,city,or town corporate, wherem sucli seizure or arrest shall be mide.and upon prouf to the sntisfaction of encli judge,or inagisiratc, eilher by oral testirnoiiy, or aflidavit, taken before and certified by a mngislrate of any such State or territory, that the person o seized, or arre ted, dolh, under the laws of the State or territory from which he or she fled, owe service or labor to the person claiming him or her, t b-hall be the duty of such judge or magistrnic, to givc a certifícate to such claimant, his agent, or attorney, which shnll bo tufRcicnt wurrajit for rcmoving the said fugitivo from labor, to the State or territory, from which he or she fled.':
