- On the L3(1 of A'i ,gust, at a large public meeting at Dublin, Mr. O'Connell brought forward Iiia plan of a repeal of the Union. Il is a document cmbracing nine articles, the firet of which is an acknowledgment of the prcrogalive of tbc Quecn, her heirs and successors, and declaring allegiancoto her. Tlie second is an aeknovvledgment of the iight of Ihe hereditary peerage of Irelandt Subsequent articlea provide for tlie restoration of the Irish House of Commons to consist of 300 menberf, of whom 178sliaH be representatives of counties, and 127 representaiives of towns. The members are distributed according to the population of the counlies and towns. The voteto be by ballot. The plan is to be carried into efloct'accordin lo recognized law and strict constitutional principie."
