Wcre the question to be submitted to tho voters of Michigan at the next election - "Shallall Banking Institutions be foreverabolished in this State" - it is probable that a mnjority of the votes would be iound in the negativo. The people have grown up under banking institutions, and are not yet prepared to abolish them cntircly, bccause they know not whal to substitute in th'eir place. Neither party can make a direct issue against all b'anks; and hcnce, whatever evil or good may result from them, the prospect is that they will continue to exist among us in some shapo. This being the case, all good citizens, without any party distinctionSj should unite in making the Banks ninong us as safe, permanent and' useful as possiblc. The great thing that is wanting is to place the partners in banking on the same fooling with partners in tther branches of business - by making THE EXTIRE PROPERTY OF EACH STOCKHOLUER HOLDEN FOR ALL THE DEBTS Of tjie Bank. This is the great measure which should be now adopled and forever adhered to by our Lcgislators. It will be unpopular wilh the arislocrats and capital ists who wish to embark in banking, but nothing 'short of t will bring any subjiantial secuKty to the working man. The Livingston Courier states that in 1841. when thebill granting a suspension to the Bank oí Michigan was pending, Mr. 3inghainj of that County, oflered thisameiidmont: "Providcd that t))e direclufs and stoeltholder of any Bank availing itself of the provisions of this act, s-hall hereafter be- come responsible in iheir individual capacity for the paynient of tlie liabiiities of such Bank as partners in traJe are, ; by exisling laws." This was rojecled by yens 22, nnys 2G- the en tire nogative vote being VVhig, and only two Whig votes in the aftinnativp. But on this question, there should be no party dislinctions.
