The National Intelligencer has the aew constitution of the Territory of New Mexico, giving the provisions in full, The right of sufiYnge is given to all free mnles of the Territory who ihen are, and for three months next preceedingthe eleclion shnll have been, residente of the county or district in which they shall offer to vote, and they are entitled to vote fur a Delégate to the Congress of the U. S., and for members of the General Assembly,and for all olher officerselected by the pooole. The first election for delégate and members of the Genrnl Asembly is to be held on the first Monday in August, 1847- the proclamation of the Governor to desígnate the necessary places n each county for holding the election. The General Assembly is to oon. vene m Santa Fe on the first Monday in December, 1847,. and every two years thereafier unless otherwise provided by law. The General Assembly shall have power to make laws in all cases, bnth civil and criminal, for the good government of the people of the Territory, not inconsistent with or repugnant to the constitution and laws of the United States. Several other sections declaro at length the usual powers and mode of conducting business belonging fo the Legislature. - The pay of the members is fixed at #3 per diem, and $3 for every twenty.fi ve miles of travel. The whole con eludes in the following manner: Done nt the Government House, in the city of Santa Fe,in the Ter. ritory of New Mexico, by Brigadier General W. Kearney, by virtue of the authorily conferred npon him by the Government of the United States, this 22d of September, 1846."
