A letter writer at Washington sn)fs: "It has been supposed that the Charleston scheme for the establishment of a newspnper, devoted to the intercsis of slaveholders, and intended fur the defence of the peculiar instilutions of the South, would be carried iuto eflcct before the close of this year. The condition in which it stands is thls. It was estimated ihat the amount of capital necessary to commence the paper in that vigorous and imposing form which would give it character and effect, should no! be less than $50,000. The sum subscribed is $30,000. And thequestion is, whether the papershall be started on this amount; or whether it shull be delayed until the subscription can be filled up to this sum originally proposed. DufF Green, whose finger is ready for every man's pie, has been very assidous in his eflorts to obtain the management of ihe new journal, but I am told ihat he cannot bring sufficieni interest to opérate in his favor. He will not therefore be selected. As he is connected with Mr. C'alhoun's familv, by the interinarriage of a daughler wiiíi Mr. Calhoun's son, it may be presumed that he was supported in his pretensions by the southern Senator. Whether tho defeat of the efibrts of Mr. Green, will have any influence in chilling the i;rdor of the promotersof the scheme, 1 am not able to say." The Post Office Deparlment of Canadc, have given notice, that all newspapers by this route, will go to Great Britain or Ireland free. This will enable any of our readers who desire to send papers home,to do it without any expense, by deposiling thern in the post office in Windsor.
