The Herkimer Convention of New York adopted the following resolves. "Resolved, That a decentalizalion of the power of the federa] governmeiit is indispensable to the purit of our eleclions and the success of our institutions, and wetherefore heariily npproe of the proposition made and adopted in the Senate of this Staie, on the 2Sth day of Ot., 1817, for nn nmendment of the Constitution of the U, States, which shall authorr ize Congress l&t. To próvida by luw, that any of the oflicers of tbe Unite-J Staios for any State or Terrjtory, or for any subdivisión or portion thereof, sball be elect ed by the electora of such State or Territory, or some subdivisión thereof, and to prescribe the mr.nner of such eleciion. 2d, To prescribe by law the duration of tha official terrnsof all office of the U. States, the durntion of whoss official terms is not fi.xed by the constittuion : the cases in which any officer may be suspended or removed from office before the expiration of the term for which he shall have ben elected or appoinied ;- the ofEcer or tribunal by whicb, and the manner íd which such suspension or reroovolshill bc mr.do, and tbc nunner of filling any vacnncy occusii ned b)' such suspension or removal.'
