The Express has a letter from Havanna, by which it appears there was a rumor in circulation, that the negroes on the south side of the Island, near Trinidad de Cuba, were plotting an insurrection and that the new Governor, Valdes, had ordered a regiment of troops there immediately. We would suggest to his Excellency the propriety of calling to his aid a supply of bloodhounds. Perhaps we might spare a pair of those which were purchased by our government for the purpose of catching runaway slaves in Florida.
