The followinjj extract from the Governers Message, shows the condition of our public works. 1. The Central Railroad from Detroit toSt. Joseph; the whole length 19Smilea estimated coat, $2,100,160,20. The amount approprialed on this work is $1,300 000,00. Aruount expended $1," 0G3,4S4,41, leaving an unexpendeü baluace of $236,515,50. 2. The Southern Railroad from Monroe, on Luke Ene, to New BuiTulu, on Luke Michigan; length 179 miles; estimated cost $1,918,509,47. Aruount appropriated 750,000,00; expended on the work $0üS,9S8,55,leaving ao unexpended balance of 81,011,45, 3. The Northern Railroad from Port Eluron on St. Clair River to Lake Michigan in the cojnty of Ottawa; lengih 201 aud n half miles; estimaled cost $115O9,515,75. Theamount appropriated on this work is 150,000 ,00, pf which bas been expended $77,916,58, leaving the unexpended balance of $72,083 42, 4. Havre Branch Railroad from Havre o Monroe; length 13 miles; estimated cost L73, 515 86; appropriated 20,000 00;exended $9,10 84; unexpended balance $19,089 16. 5. Clinton and Kalamazon canal from Mt. Clemens to the mouth of Katamazoo river; whole length 217 miles; eslimated cost $-4,119,814 00. On this work have been appropriatad 330,000 00, aud expended 332,918 34 making nnd excess of expenditure of 2,918 34 abovo appre ations. 6. Saginaw canal; length 13 64-100 miles; estimated cost iucludiug improvemonts of Red River, $186,259 62;appropriated $62,000 00; expended $52,749è8; balance of apptopriation unexpeoded 09,259 02.7. Snuit St. Marie Cana!; lcngch 7-8 ofatnile:the estimated cost of v hiel) is $112,544 89, On which has been appropriated $50,000 00, and expended $3, 041 86, leaving an unexpended balance of 846,758 14. 8. Canal around Grand Rapidí, aboul 1 and a half milea in length. The C6t[maied cost on the North side is $46,495 90 and on the south side $31,964 10; aporoprialed $25,000 00;expended $21937 unexjjonded balance $24,780 62. 9v Improvements of Grand and Maple rivers; cost estimated at $99, 989 90; appropriated $30,000 00 ; expended $22,582 35; uoexpended balance $7,417 65. 10. The improvement of the Kalamazoo River; estimaled cosi $9,799 00; appropriated $8,000 00;expended $641 56 balance unexpended $1,748 44. 11. Improvement of St. Joseph river; estimated cost $271,558 20; appropriatec $25,000 00; expended $2,974 09, leaving an unexpended balance of opprüpriution of 21,025 31.12. Improveraent of the state eal springs; there has been appropriated out of the internal improvement fund for this purpose the sum of 28,000 00, of which $20,144 42 has been expended, leaving an unexpended balance oí 8,865 68. The atlempt to obtain water possesaing qualiües suituble for making sak has thus far proved successful. 13. La Piaisance Bay railroad, from ftionroe to La Piaisance bay, a dislance o four miles. The amount nppropriated am expended on this work is $34,113 00, a ftirther sum have been expended of which account has not been rendered. 14. Detroit and Grand River road. - This san ordinary road for the improvement of which for travel the sum of g 5, 000 00 has been appropnated, and $487 87 expended, leaving a balance appropriatet of $4,512,13. 15. Flint and SHginaw turnpiko. On this road have boen nppropriated $5,00000 and expended $3,87061, leaving a balance unexpended of $1,123 30. 16. There has also been nppropriatec out of the internal improvement fund, for nstrumcnls and surveys made in 1837 $20,000 00, and expended L37,625 99 rnaking an excess of expenditure over appropriations of $17,625 99. Our whole system of internal improvement it will be secn, embraced about 390 miles of railroad, about 233 miles of cana and the improvement of five rivers. The estimated cost of tlicse improvements is $ 10,480,275,76, though probably iheir real cu6t, were they completed, wuuld not be less than $15,000,000,00; the amount appropriated is $2,842,113 00, of which have been expended $2,329,266 32, leaving an unexpended bnlance oí $512,846 98.The "glonous uncertninty" of the law is in few instances so plain and palpable as in New Orleans. In that city, the law scnds r man to the caluboose for being found drunk, and while Ihere, the law sup pliea hira daily with a gilí of whiskey!
