Congress shnll have power to incorpórate the United States with any oth3r people or country, on such terms ar.d sonditions ns may be ngreed on. " II. The PresiÜent shall "have auihorily to pmptoy t he arm y ol United States in the deferiré of any foreign couniry, thrcatened wiih invasión, at his disc:et:on. "III. The I'rrsidrnt sha!) havo auihority to niako Vut on nny foreign nation by invading its possessions ; provided only tliat lilis be done under pioIcxt of some claim oflilleto those possus, sions. " IV. The miliiirx óf the State, called inlo service as voluntecrs, may be cmployed by tlie President in prosecuting wars of invasión and foreign conquest. " V. The President shull have authority to govern, in complete sovereignty, anv territorv, provincf, or place Aken and occupied by the military farces of the Uuited Stats, and in sucli nianncr as he may sce fit.
